What Images to PDF can do
Photos and scans to one PDF
Add JPG, PNG, or WebP — each image becomes a page, in the order you upload them. Great for phone scans and receipts.
Each page is cut to fit its image
The page takes the exact pixel dimensions of the picture on it, and the image fills it corner to corner — no white margins, no letterboxing onto A4. A 4032 × 3024 phone photo therefore makes a very large page, and a mix of portrait shots and landscape scans makes a document with pages of different shapes. It prints fine: any print dialog scales pages down to the paper.
JPG and PNG go in untouched
Those two are embedded exactly as they are, with no re-compression, so a scan keeps every bit of its original quality and the finished PDF weighs roughly what the images weighed. WebP is the exception — the PDF format has no idea what WebP is, so it is converted to PNG on the way in, which usually makes it several times larger than the file you started with.
Limitations
The picker accepts PNG, JPEG, and WebP. HEIC photos straight from an iPhone are not on that list — switch the camera to "Most Compatible" or convert them to JPG first. Everything you add together has to fit under 100 MB on a desktop browser or 50 MB on a phone.

What image formats work?
JPG, PNG, and WebP. HEIC from an iPhone is not accepted — convert those to JPG first.
Can I reorder images before creating the PDF?
Add them in the order you want — nopa turns each into a page in that sequence. To fix the order afterward, open the result in Organize PDF and drag pages around.
Why is the PDF page so much bigger than A4?
Because the page is sized to the image rather than to a paper format, and phone photos are thousands of pixels wide. It looks odd in a page-size readout but prints correctly — the print dialog scales it to whatever paper you load.
