What Images to PDF can do
The list is the page order
Add JPG, PNG or WebP: several at once, or one at a time from a phone gallery, which adds to the list rather than replacing it. Each image becomes one page; the arrows beside it move it up or down and ✕ takes it out. Good for phone scans of receipts, IDs and certificates.
Each page cut to its image, or A4
By default the page takes the exact pixel size of the picture on it, filled corner to corner, so a 4032 × 3024 phone photo makes a very large page and a mix of portrait and landscape shots makes pages of different shapes. It prints fine: any print dialog scales pages to the paper. Choose A4 under Page size, portrait or landscape, and every picture is fitted onto an A4 page with a margin, never cropped.
JPG and PNG go in untouched
Those two are embedded as they are, with no re-compression, so a scan keeps every bit of its quality and the PDF weighs roughly what the images did. Two exceptions. A phone photo stored sideways with an orientation tag is redrawn upright, as a JPG at 92%; otherwise it would land on its side. And WebP, which the PDF format does not know, is converted to PNG on the way in, which usually makes it several times larger.
Which photos work
JPG, PNG and WebP, and iPhone photos too: the phone hands them over as JPG, and a .heic dragged onto the page from a computer is converted on your device. Everything you add together has to fit under 100 MB on a computer or 50 MB on a phone.

Can I reorder images before creating the PDF?
Yes. Each image in the list has up and down arrows, and the list order is the page order. Once the PDF is made, pages can still be moved in Organize PDF.
Why is the PDF page so much bigger than A4?
With Page size left on Same as image, the page is sized to the picture, and phone photos are thousands of pixels wide. It prints correctly, because the print dialog scales it to your paper. Or choose A4 before you press Create PDF.
Are my images uploaded?
No. The photos are placed into the PDF in this tab, so receipts and ID scans stay on your device.
