What Rotate PDF can do
Fix sideways scans
Rotate all pages at once with the two arrow buttons, or tap a single page to turn just that one, such as the one landscape table sitting in the middle of a portrait report.
Turns are added, not overwritten
PDF pages carry their own rotation value, and scanners often set one already. nopa adds your turn to it, so a page stored at 90° that you turn once more lands at 180°, which is what the preview showed you.
Nothing is re-rendered
Rotating writes a single value into each page rather than redrawing it, so the file size barely moves, text stays selectable, and image quality is untouched. The catch is that it only does right angles: 90°, 180°, 270°. A scan that came out tilted by two or three degrees needs a deskew tool, and no amount of rotating here will straighten it.
Limitations
A PDF that asks for a password to open is refused; one that only forbids editing or printing is turned like any other and comes back without that lock. The file has to fit in the tab: 100 MB on a computer, 50 MB on a phone or tablet.

Questions
I rotated the PDF in my viewer. Why is it sideways again when I reopen it?
Most viewers, free PDF readers included, only turn the picture on your screen and never write the turn into the file, so the next app opens the page the old way. Here the turn is saved into the PDF you download, and it opens upright everywhere.
Is the download really free?
Yes. No account, no trial and no watermark of ours on the file: it is made in your browser, and you can save it as many times as you like.
Can I rotate individual pages?
Yes. Tap any page on this screen to rotate just that one. Need to also delete or reorder pages? Use Organize PDF instead.
Which way does a tap turn the page?
A quarter turn clockwise. Tap again for 180°, a third time for 270°; All left and All right turn every page at once.
Are my PDFs uploaded?
No. The turn is written into the file in this tab, and the new PDF goes straight to your downloads.
