What Merge PDF can do
The list is the page order
Every page of the first file, then every page of the second, and so on. Each file in the list shows its first page, so you can see which is which; the arrows move a file up or down and ✕ takes it out. On a phone, where the picker takes one file at a time, picking again adds to the list instead of replacing what is there.
Pages are copied, not redrawn
Merging copies each page into the new document as it is. Text stays text (selectable, searchable, copyable), fonts and internal links travel with the page, and nothing is recompressed, so scans keep their sharpness and their size. That is the difference from tools that turn every page into a picture: the file swells and your reader's search stops finding anything.
Two files minimum, and which PDFs will not open
Merge needs at least two files, and together they can weigh up to 100 MB on a computer or 50 MB on a phone. A PDF that opens freely but forbids editing or printing (the way bank statements and payslips often arrive) joins like any other, and the merged file carries no such restriction. One that asks for a password to open is refused, and the message names the file. The result is named after the first file, contract-merged.pdf for contract.pdf, carries no watermark, and never leaves your browser.

There is no fixed number. Together the files can weigh up to 100 MB on a computer and 50 MB on a phone, where the tab has less memory.
Can I change the order before merging?
Yes. The arrows in the list move a file up or down, and the list order is the page order. To move single pages inside the merged file, open it in Organize PDF.
Can I add a photo or a scan?
Yes. A JPG, PNG or WebP image in the list becomes a page of its own, fitted onto the same paper as the PDF page before it, so a receipt photographed on a phone prints like the rest of the document.
